Apparently, I've been having some system issues for a while, and I didn't realize it.
So, after performing an OS recovery after running out of available options, my newsgroup agent wasn't able to connect to the Embarcadero forums. Suspecting that this had to do with the SSL/TLS settings on Windows, I had to think for a while to remember what tool to use in order to fix this, as it had been a while since I last used the tool I was thinking of, which was IISCrypto. All I had to do to fix this issue was run IISCrypto40, select Best Practices, click Apply and reboot my computer. Afterwards, I was able to connect to the forums.
